Pavement Management System

The City of Modesto uses a variety of approaches when evaluating the condition of its street system. The most critical aspect of the street system’s maintenance program is the evaluation of pavement condition. The City uses a pavement management system for this purpose.

The pavement management system is a systematic method of inspecting and rating the pavement condition in a given area within the city or county. The system performs cost effectiveness analysis of various maintenance and rehabilitation strategies, which assists City staff in making the best decision on use of available resources.

The system has two components; the first of which is visual field inspections and rating of specific segments of streets. The second component entails the data from the field inspections being entered into a database for analysis. The specialized software used to evaluate the data determines the best value for a given budget amount. Street conditions are rated into four classes: excellent/very good; good; fair/poor; very poor/failed.

A county-wide pavement survey (visual field inspection) has been recently completed using specialized equipment which systematically evaluated the condition of essentially every square foot of street pavement within Stanislaus County. This information is being used to analyze where the pavement management budget should be spent to gain the most long-term benefit from every dollar. The results of this work will be known soon and will be posted here.
