The Parks, Recreation and Neighborhoods Department participates in several Citizen Advisory Groups.
These groups research, study and discuss specific issues with both short- and long-term implications,
forwarding their recommendations to the Council. In addition to Citizen Advisory Groups, the department
is also the liaison for Modesto Sister Cities International.
Citizens Advisory Committee on Recycling:
The Citizens Advisory Committee on Recycling makes recommendations to staff and the City Council on issues
related to the operation of the City of Modesto's recycling program. For more information,

Citizens Housing & Community Development Committee:
The Citizens Housing & Community Development Committee provides overall review of the City's Housing and Urban
Development (HUD) funds. The committee makes funding recommendations to the Modesto City Council regarding the HUD
Community Development Block Grant, Emergency Shelter Grant and HOME Investment Partnership Grant programs. For more

Culture Commission:
The Culture Commission advises on matters pertaining to art, literature, music,
the McHenry Museum, the McHenry Mansion and other cultural activities in the city. For more information,

Entertainment Commission:
The Entertainment Commission is responsible for
overseeing the entertainment permit process, including
dance and processing of special event requests within
the City of Modesto. The Entertainment Commission's
purpose is to encourage the development of new
entertainment businesses as well as assist the
organizers and operators to plan and coordinate City
services for major events. This will allow the business
or event to flourish while meeting the City's public

Golf Courses Advisory Committee:
The Golf Courses Advisory Committee acts as an advisory body and liaison for and between the general golfing
community, golf clubs and the City of Modesto to promote the game of golf in the Modesto area. For more information,

Housing Rehabilitation Loan Committee:
The Rehabilitation Loan Committee develops the administrative procedures and policies for housing rehabilitation
loan funds and the down payment assistance program. This committee is also responsible for deciding the eligibility and
extent of governmental and private sector commitment of funds and makes recommendations of policy issues to the Citizens

Landmark Preservation Commission:
The Landmark Preservation Commission identifies historical sites, provides information on historical preservation to
the public, works to preserve historical structures, reviews changes in historical sites to maintain their historical
integrity and reports its findings to the City Council. For more information,

Solid Waste Advisory Committee:
The Solid Waste Advisory Committee advises the Modesto City Council on: 1) tip fees, sales price schedules, special
handling charges, and other fees and charges of the City composting facility; 2) enhancements, marketing strategies,
promotions, improvements and expansion of the existing composting program to meet City goals and state mandates;
3) new composting programs/methods for the purpose of meeting state mandates; and 4) maximum garbage rates. For more

Tuolumne River Regional Park Citizens Advisory Committee:
The Tuolumne River Regional Park Citizens Advisory Committee serves as an advisory body on the acquisition,
development, maintenance and operation of this park. For more information,

Tuolumne River Regional Park (TRRP) Commission:
The TRRP Commission is directed through the use of a Joint Powers Authority (JPA) between Stanislaus County,
the City of Ceres, and the City of Modesto. The TRRP Commission oversees the TRRP and includes elected representatives
from the associated governments, and the TRRP Citizens Advisory Committee, which includes citizen representatives
appointed by the governments involved in the JPA.
Youth Commission:
The Youth Commission is an advisory body comprised of high school students in their junior or senior year. Its role
is to serve as a liaison between the City Council and young people. The commission serves as youth advisors to the
Council and the primary sponsors of the Honoring Outstanding Youth Award, Teen Conference and Youth In Government Day
